I would go with mistake like how he was drawn in Stormwatch and seeing how Future Booster in the JLI ann. appears in new 52 gear. But I hope the mistakes can lead other artists back to his original costume. Example look at the practically armored Superman in his issue #1 to what is drawn now. I guess we can hope that Jurgens gets to draw him in Futures' End. He has personally told me he does not like the new costume.

I've always taken the end of Flashpoint to mean that booster was being restored to pre-flashpoint with the knowledge of the previous universe. He only changed because his suit was damaged, and if Rip was working on correcting something in the timeline it could have reset Booster and would explain why he disappeared.

I'd like to believe the artist was trying to bring the "real" Booster back and passed it off as a goof/error to his editor(s).

Hopefully "error" forces them to bring the previous look back.

There are three main reasons I think it's no mistake, and here's they are:
1) Booster recently showed up in the tile, and even if it was a different artist, you'd think the book editor or even the writer could catch something like that. Seems pretty darn difficult to pull that kind of "mistake" off.
2) The very last time we saw Booster in ASW, for a split second he reverts to his pre-Flashpoint suit. It's quick but you can clearly see the headpiece and gloves change.
3) He can easily time travel at will now! Clearly something huge has changed with Booster.
