POWER DOWN: An image of Booster Gold is seen on a monitor inside the Pentagon "strategy room." The assembled officials of the United States military (and a Manhunter agent!) are reviewing Justice League International members and evaluating their "risk codes" should the newly internationally sanctioned team try any "non-American activities!" Booster Gold is assigned the least threatening code Green. (The color coded system seen is not based purely on power levels, but takes into account a hero's political and philosophical allegiances. The Pentagon considers Martian Manhunter, a shape-shifting psychic with physical powers rivaling even Superman, to be two steps less "risky" than Rocket Red, a Soviet Communist in a 20th-century power suit that is downright primitive compared to Booster Gold's apparently non-threatening 25th-century technology.)
