Blue Beetle Ted Kord takes credit for "fixing up" the Time Bubble for use. While Kord is an unqualified genius with extensive expertise in physics and mathematics, the Time Bubble (not to be confused with Rip Hunter's Time Sphere) is advanced 31st century technology invented by Brainiac 5 and used by the Legion of Super-Heroes. Where did this Time Bubble come from, anyway? While Booster did recently travel back from the 31st century in Superman #30, both he and Superman were propelled by a Superboy-Prime punch, not Legion technology.
