Why does it have to be either time cop or coperate crusader? Why not both? Have the Booster on the TV show have the same journey he had in the comics. Start with introducing him as a glory hound, then introduce other DCU characters (sure the big names won't fly, but luckily for Booster he has much history with the so called B & C listers) have him join a big, international team and eventual fall from grace to become a secret time cop.
I agree with 99.9% of that concept. As for the .1%, I don't think Syfy will want to involve other DC characters (for licensing reasons), and by "big international team" I assume you mean other minor DC heroes like the JLI? I like the idea, I just think that much awesomeness is too much to hope for.
Also the reason "epic" is the exception for Booster makes it so great the few times it does happen like in 52. If Superman saves the world it is nothing special..that's tuesday, but if the fate of the world rests on Booster's shoulder..that can and might very well go wrong.
