I don't think Steel was around before Reign of the Supermen, though on the subject of the Super books from that time, Dubbilex from Project Cadmus was a telepathic alien scientist and to my knowledge never turned evil, though his work was misused by his bosses at Cadmus. what about Barry Allen's police lab coworkers, they were all forensic scientists and to my knowledge none of them turned evil, or are we only talking about super science? what about STAR Labs? aren't the scientists there on the side of good?

Steel did not exist before Doomsday? I did not know that (I don't read Superman, and only went through the Story for the JLI's part in it. Though it was also the time after which I did not find the JLI stories enjoyable anymore)

Hmm, I didn't make myself very clear, did I?

I meant specifically that supporting scientist characters never become heroes. Some stay supporting characters forever, but I can't think of any cases where they stepped up to become heroes themselves. When they do break out of the supporting role, it's as a villain.

There my very well be an exception, but that's what they will be: exceptions to this general truth.

FYI: John Henry Iron's first appearance was in ADVENTURES OF SUPERMAN #500, often informally called "white-bagged" Superman in contrast to the "black-bagged" Death of Superman issue. He was not a supporting character before he was introduced as Steel, one of the 4 temporary Superman replacements during the "Reign of Superman" storyline.
