All the following is only based on pure rumors and speculations, but I'll use the spoiler-tag nonetheless since it is the whole DCU in general post-flashpoint.

the "buzz" currently is that DC plans a universe wide reboot and renumbering after the end of Flashpoint. While I admit that there are some things that do support this idea, I myself do not really believe it.

Pro:

A lot of the solicits for August look like "farewell" issues and End-of line titles. As i is unlikely that DC would cancel all those comics it does indicate a relaunch for at least a lot of them.

some Series, like Superboy, will be released twice in August to ensure that the stories are done before the end of Flashpoint.

There seems to a legal gag order for anything Post-Flashpoint for the writers.

that said, here are my reasons why I don't believe in a universe wide reboot:

contra:

While i am not a fan, Morrisions run on Batman is popular and a success. I simply don't believe that they would stop this whole current Batman Inc. thing in the middle and restart with Batman.

Similar with the Green Lanterns. While I am not reading it, sales-wise it (and its spin-offs) are a success for DC. Throwing everything away that was done in three events seems rather unlikely.

The whole swamp thing thing..what would have been the point to return this character, just to have the whole universe reset as soon as he arrives?

JLI has already been announced for Post-flashpoint

Yet, it is certain that DC is planning something Post-flashpoint. Some theories:

A complete Elseworld-Months. Somehow, due the end of Flashpoint everything is completely mixed for a short while and we'll get alternative takes on every Series for the whole September before we return the regular schedule.

SOME series get rebooted and renumbered, while others continue normally. Prime candidate would be Series like JLA, Wonder Woman and maybe JSA while there is little reason to restart series like Booster gold. The problem I see here is that there are simply to many solicits that sound like farewell-issues, including series which would be pointless to reboot.

So what are your theories?

I think it might be a mixture of truth and rumor. Maybe some titles will be but I think the shift might have more to do with incorporating Flashpoint and/or lesser known characters into DCU.

WHY IS DC REBOOTING THE UNIVERSE??? We still haven't scratched the surface after 52 or dealt with anything from Brightest Day, so what is the point of this?? Is this all just to stroke Jim Lee's ego or something?
Crisis on Infinite Earths, Zero Hour and 52 were all done to fix years of bad continuity, this just doesn't have a point. Restarting with a number 1 is a gimmick best left in the 90's. How long before they take all the series back to their original numbering and create havoc in my collection?
Thank you for letting me rant.

I just came here to ask about this!

Have they explained yet what exactly is getting rebooted? What events still exist and what ones don't? What characters are getting the axe? (since if we're moving the timeline back, a lot of characters simply shouldn't exist). What characters are coming back?

As angry as I am about at least one aspect of the reboot (and boy am I angry. ORACLE!!!!!) I'm trying to tamp that down and look into if I want to continue buying post-reboot. But I'm really confused about what the context of the new books is meant to be. And nothing I've seen yet has helped me understand what important events happened and what ones didn't.

They haven't really explained yet. They say that the major events as we know them are all mostly still in place. Except the ones that aren't. All they keep saying is "read the books," which is not especially enlightening.

Yeah... that's disappointing. I was really hoping I'd just missed something (Work's had me under a rock for the past month or so) Read the books is all fine and well, but there's no way at the start of these books they'll be able to list every significant event that has or has not happened in the life of a character we like :(

The reason to all this.... is just that Jim Lee wanted to use some rejected designs he did for DC Online.
The proof is simply there, it isn't even a proper reboot, all storylines won't be erased and rather continued. (Damian Wayne/Batman Inc, rainbow Lanterns/post-Brightest Days, heck even the return of Swamp Thing will follow that storyline)

Apart from Babs back as Batgirl (which seems to take account of Killing Joke/all those years as Oracle), only the costumes and comic book lineup is changing...
(Ted still is dead killed by Max Lord in that event, Elongated Man & Sue Dibny as well, Jaime Reyes new Beetle series will continue where his back-up ended up...)
